Preheat oven to 350°F. Line a 9 inch square pan with foil. Spray the foil with non-stick baking spray.
With an electric mixer, beat the 3/4 cup butter on high speed until light and fluffy, about one minute.
Stir in the sugar, 1/2 teaspoon vanilla and salt.
Add the flour in three batches, mixing well after each addition.
Press the dough evenly into the prepared baking pan. (If dough is difficult to handle, refrigerate for 20-30 minutes). Bake for about 20 minutes, or until crust is light golden brown. Cool completely.
When crust is cool, spread Marzetti® Classic Caramel Dip over the top. Refrigerate while you prepare the chocolate topping.
In a medium saucepan over medium heat, combine the cream, 3 tablespoons butter, and corn syrup. Heat until mixture just begins to boil.
Remove from heat and add chocolate chips. Let stand for 2-3 minutes, then whisk in chocolate until smooth. Stir in 1/4 teaspoon vanilla.
Let the chocolate mixture cool for 6-7 minutes, then pour over the caramel layer in the pan and smooth evenly.
Sprinkle the toffee bits over the chocolate.
Refrigerate for at least one hour, or until chocolate is set. Cut into bars and serve.
