Heat a large soup pot over medium-high heat. Add ground beef and break up with a wooden spoon until cooked through and browned, about 5 minutes. Season with salt and pepper.
Add onion and cook for 5 minutes. Add garlic, chili powder, cumin, oregano, and cayenne, and cook until fragrant, about 1 minute.
Add green chiles, beans, tomatoes, and beef stock, and stir to combine. Cover pot, bring to a simmer, and cook for 20 minutes. Season soup with salt and pepper, to taste.
Remove pot from heat and add corn and cilantro. Stir to combine.
Ladle soup into bowls and top with queso fresco, green onions, and tortilla strips. Serve hot.
